User management preference setting not working correctly #371

New user registration requests are self activating, despite the user management 
preference setting requiring activation by an administrator.

It appears as though the description for the preference setting is opposite to 
what the behaviour is. Default behaviour should require ADMIN activation, 
therefore probably just need to change the wording of the description to 
reflect this.

Hmmm ... Interesting!
Chris G. and I tested further and it appears to be working as expected now. 
Behaviour seemed very odd earlier, but it is probably my being odd :)
