We need some full faith and credit recognition of other vehicles.

  1. Should we recognize the licensing / registrations of other states' autonomous vehicles?

  2. Do we recognize other states' testing permits? > probably not.

How much agency delegation? Maybe burden on manufacturer to prove that the testing regime in another state reasonably meets the standards for this state.
