SlimDX Website #415

It's time for a fresh new SlimDX website. Once it's done, we should be able
to do away with the wiki, which really isn't worth the administrative
burden it represents.

The site should host our release notes, a downloads page (possibly just
mirror the Google Downloads page), our Twitter feed, and a place for people
to upload tutorials and promote their SlimDX projects.

Let's try to get this done by the March release. I'd assign this to myself
but I'm probably the only person more useless for web development than Promit.
