Add `argument` to the suggested param attribute order #41

If name attribute is not present, it is derived from argument, so it makes sense to have them both at the start.

@nsoranzo Can we also mention that name can be optional in many cases?

@bgruening Done. I've also updated the guidelines to use argument instead of help to specify the long form of the underlying tool parameter.
