Versioning scheme improvements #54

Applies for tools where the TOOL_VERSION+galaxyN can not be applied.

Some tool wrapper version will never be overtaken by the tool, so taken strictly the proposed wording prevents using semantic versioning of the wrapper.

If worded something like "and this is likely to bring the two version in sync in a reasonable time" was added, I'd be happy.
