Introduce `creator` tag in `xml_order` in top level tool.xml file #75

The creator tag is currently not included so wherever it is placed it gives a warning with planemo lint.

I would suggest having the creator tag all the way in the front after description and macros or at the end before citations, as I think this is also where it is rendered.

I think the end makes sense as it groups nicely with citations. An alternative would be close to xref.

+1 for after citations.
