Taking up a conversation from matrix (ping @natefoo). Though this is a good point and we should at least create awareness .. but not make a strict rule.

I am thinking that putting this into the "ToolShed Readiness Checklist" is too late in the development process (when the single vs. multiple tool decision has already been made), maybe move this to docs/best_practices.rst or docs/best_practices/tool_xml.rst ?
