Hope this is okay? This will allow access to the has_size assertion test I added and the new GROMACS datatypes.

This did not make it into 19.09? I'm fine with dev as well ... or you can backport this to 19.09 in main Galaxy as well.

I think dev here is simplest. These features can wait until 20.01 imo
