Add dctmd tools #80

I was originally going to add another two tools, but I think I will keep testing them locally and make another pull request later. So I just fixed the python linting.

Unfortunately the old travis check is still blocking the merge. Maybe something needs to be changed here? https://travis-ci.org/github/galaxycomputationalchemistry/galaxy-tools-compchem/settings (I do not have access).

Mh, not sure. I can not disable it from the travis side. But I blocked it from the gitub side. maybe @chrisbarnettster has more luck.
