This PR contains my customisations of the role for use with usegalaxy-eu:

Install PostgreSQL v13 by default
Support for installing on Redhat-8
Backup via pg_dumpall(1) available as an alternative

Moin moin @sj213 it's been a while! Good to see the contributions, I'm guessing you closed this because you wanted to target the EU fork? I think we'd be interested in this upstream as well. ping @gmauro
