Local tool shed config docs are outdated #399

I was attempting to run an internal/local tool shed using the guide here: https://galaxyproject.org/toolshed/hosting-a-local-toolshed/

The tool shed configuration has migrated to yaml, but the docs are based on the old ini format. In particular, I am running the tool shed at a subpath, e.g. my.domain/subpath/toolshed. I couldn't figure out how to get that working in yaml/uwsgi, so I reverted back to ini/paste.
