Document message queue functionality

Please add some documentation surrounding the amqp_internal_connection configuration option to: https://docs.galaxyproject.org/en/latest/admin/index.html

• [ ] Discuss Galaxies benefit of using an MQ, the types of messages being passed, and the default functionality if a MQ is not configured.
• [x] Mention Kombu as the underlying library and its features.
• [ ] Specify any requirements Galaxy has for transport features.
• [ ] Specify what nodes need to be able to access the MQ (nginx proxy, uwsgi web, job handlers, workflow schedulers, compute nodes, etc?).
• [ ] Perhaps include a RabbitMQ example.

Heh, I don't actually know the answers to most of these points beyond the links I included.

It was also a bit of a task to find where the docs source code is even stored. I had to search around before landing on the main page, scroll to the bottom, find the comment about how to build the docs, make the connection that they are stored in the main galaxy repo, go to the repo and parse through the makefile, find that it calls another makefile, go find that makefile in the docs folder (you might think that was obvious but it wasn't), then dig through the subfolders to figure out the correlation between pages and rst files. I am still not even sure adding an rst file to that directory will include it in the documentation. Should I create a ticket to document how to contribute documentation? :stuck_out_tongue_winking_eye:
