Create a style guide for Galaxy #10939

When making presentations and graphics for the Galaxy project, it would be really nice to have a single webpage to reference as a style guide that aggregates colors, typography, logos, etc. Currently, we only have a logos page (https://galaxyproject.org/images/galaxy-logos/).

A good example is the equivalent page for the AnVIL project:

Color palette: https://anvilproject.org/guides/style/color-palette
Typography: https://anvilproject.org/guides/style/typography
Logos: https://anvilproject.org/guides/style/logos

I know we talked about this on the call earlier in the week but I totally blanked -- we actually do have something on the galaxy application side that should contain all of this information, and can even be automatically updated. We'd just need to publish that, or some subset of it.

To try it, run yarn run styleguide from the client directory. It may or may not function right now, but that's likely a good branching off point for this.
