[ ] We hash and verify
[ ] We setup a mirror on depot one way or the other.
[ ] We only use the mirror if the https://repo.continuum.io/miniconda/ download fails to download or doesn't hash properly (I don't want to ruin their metrics).

Issue previously title "Determine the best way to distribute conda."

I vote for:

pinning the version for every release
The executable we can obtain via from https://repo.continuum.io/miniconda/ but we should keep a mirror and see how this goes over the next year (cargo-port would be an other idea)
If we don't use conda for resolving datatype dependencies I see no point in doing this during common_startup.sh especially not if the user can change to not use conda at all in galaxy.ini.
