[Feature request] add a validator for data_table base on version comparison

Hi, My problem :

• I have a tool which need a specific version of it's database.
• Each version of the tool is available with a range of database version but not all So I want to create a filter or a validator for data_table type which can check if a column of the data table contains a minimal value or a maximal value. Maybe close to the <validator type="expression/> like this : <validator type="data_table_expression" data_name="my_data" column_name="dbkey"> value > 1 </validator> Or a generic method to a test, regex test on datatable or metadata ?

You can use a in_range validator. The linter currently complains but it should not in my opinion https://github.com/galaxyproject/galaxy/pull/18403
