Masthead covering other panels #16913

Describe the bug The masthead covers the top of the history and tool panel after interacting with the multi-qc tool inside galaxy.

Galaxy Version and/or server at which you observed the bug Galaxy version 23.1.1.dev0, commit [e4c467794fe326b7ebe8cb2f22798fe57f77ae08]

To Reproduce

History: https://usegalaxy.org/u/tcollins/h/earlysoilqctesting

  1. Open the multi-qc tool webpage report to visualize it in the center pane
  2. Use the menu on the left and click adapter content
  3. The masthead will move at this point and drop down

Expected behavior The visualization should move to the targeted graph and and the rest of galaxy shouldn't respond.

Additional context This was done using chrome.

Same problem with Safari, but doesn't happen with firefox

We've discussed the next step being a minimal reproduction outside of our frameworks, ideally just in html

The bug is still there on Galaxy EU with Safari, running Galaxy version 23.1.5.dev0
