[Feature request] Keep bug report button present for states of admin preference #18573

Hi, I can imagine a new variable in Galaxy config to fill (a list, probably) with job states one would like to keep the bug report icon present for. By default, it could be only an "error," and nothing would change, hopefully. In our configuration, it sometimes happens that the job returns from pulsar as green, although it failed because PBS killed the job with a message about wall time exceeded (for example). But users could just ask something about the results or tool they used.

I think that's a reasonable request, and maybe the bug icon should always be there (but on the far right of the icon group). I think we did have similar requests in the past. Maybe in the case of apparently successful datasets we could rephrase the bug submission text slightly.
