Tool Shed 2.1

Collecting the high priority issues for my next pass at the tool shed. These issues are independent of the broad "delete tens of thousands of lines of code" task that would follow updating the main tool shed to the 2.0 branch of the tool shed.

• Some mechanism for mass repository reset (API or interface).
• Interface & URLs for tools - we have this cool ParsedTool object and API (#18524). It would be great to have a view into the tool shed that was just tools and exposed deeper information such as APIs, citations, EDAM links, etc...
• Debug and resolve - https://github.com/galaxyproject/galaxy/issues/17214. Verify we already have or implement some sort of planemo health checking.
• Refine "reset password" experience (this is just in my old notes - haven't looked at it in a while).
