remove the dataset naming confusion #4116

I run concat on a collections (hid 43) and (hid 41). screenshot 2017-05-26 15 17 50

Message says it created dataset (hid 48) on data 37 and data 42 (the data numbers don't mean anything to user here, why to include them?) but it actually created collection with hid 49. screenshot 2017-05-26 15 17 53

This is confusing.

I think this is mostly caused by :

collections behavior with creating deleted datasets
history & tool behavior that give you a message based on hids of datasets that are within a collection instead of hid of the collection.

Part of #1810.

For a variety of reasons (users needing to be able to delete datasets, the job system requiring HIDs, etc...) currently datasets live in both the history and the collection. They need to just live within the collection in the future - but it is a lot of work to get there (I think). Important work worth doing though and I believe #1810 is on the roadmap.
