better filtering and search for data libraries #5257

I think we need a search/filtering menu based on metadata. Being able to select by different features such as data type, experiment type, cell type, species, specific keywords or proteins (e.g. for chip-seq) would be incredibly useful. I imagine something along the lines of the interface for Encode data.
