installed repos interface inconsistent #8673

Admin interface tells me both that I have fastqc installed and that I don't have fastqc installed. The issue once again lies in in the minor updates. The new UI does not display them. cc @guerler

below is installed fastqc revision 17

Galaxy___Installed_tool_shed_repositories

but this interface does not show it, since it is revision that has received minor update

Moreover it does not allow me to install revision 19 (17 with two minor updates) message: "No repositories were installed, possibly because the selected repository has already been installed."
