Consolidate private "bug" reports across public Galaxy servers

Why? Consistent support, quick identification of problems, fix/change prioritization, better understand usage

Overview

• Across key public instances
• Aggregated
• Private to small group of admins, in Github
• Manage and share support resources
• Usability/issue metrics
• Issue creation against target repos for changes to resolve issues

Bug reports (and certain mailing lists?)

• Tickets: server source, tool, timestamp, other metadata
• Triage: tag for type, priority, domain, people
• Replies: initial acknowledge + automated support (text, vidoe, gifs, links) + actual 1-1 person help
• Issue creation: usage/tutorial/training/support/new-auto, repo fix, galaxy change, etc

Metrics

• All
• Server-specific
• Repo-specific
• Resolution reason (usage, repo/code fix including what kind?, server issue, .....)
• Reports: day week month year, author, galaxy-release, server, and anything else we want
