Docker Backend Followup #487

In this issue I will assume the option in planemo to serve/test/run with a Dockerized Galaxy instead of a local Galaxy is in place (https://github.com/galaxyproject/planemo/issues/15 is WIP) and track the follow ups to do after the first draft of this is done.

[x] Implement persistent profiles. xref https://github.com/galaxyproject/planemo/issues/447
[ ] Remap tool directories safely.
[ ] Setup a CWL Galaxy image based on docker-galaxy-stable.

Follow ups not happening before GCC/BOSC - ejecting from the workflow SDK milestone.
