Create wrapper for Ballgown #1183

A prior dependency package for the tool exists in the MTS. But conda is also available.

This is an important tool that Galaxy has been missing. The recent (recurring) publication from the Salzberg group on RNA-seq, that is informally regarded as a best practice guide for RNA-seq analysis, recommends using Ballgown for abundance measurements and differential expression testing. This may explain the uptick in users asking about Ballgown.
