Should shave a couple seconds off of local / non-production builds, especially incrementals.

disables sitemap
disables workflow run crates (never were needed in non-production envs)
removes local feedback.csv which is downloaded/created on deploy anyway, and takes a while to process due to size
disables image processing (i.e. calculating image widths/heights) in non-prod
