Installation sequence for `tool-installers`

[ ] Test using @galaxybot test this
[ ] Inspect CI output for expected changes
[ ] Deploy using @galaxybot deploy this if test install was successful
[ ] Merge this PR

Latest versions should be installed now. If you need updates and can't wait for the saturday trigger you can run the update workflow from https://github.com/galaxyproject/usegalaxy-tools/actions/workflows/update-repos.yml
