Fix requirement #761

If the pinning is for a pre release this will allow for pre-releases for ever.

This created problems in my tool repo which was inspired by this one.

Installation sequence for `tool-installers`

[ ] Test using @galaxybot test this
[ ] Inspect CI output for expected changes
[ ] Deploy using @galaxybot deploy this if test install was successful
[ ] Merge this PR
