Research if it possible to refactor prerequisite trigger #56

By nature prerequisite trigger is triggered on each interaction response rather than command, though some response is represented as a command. Find a way to make the predication of "whether a response can be made" more fitted into the logic.

Also if appropriate, reconsider how to pay resource on a response/command so that no player-wide mana/life modifiers are needed.
