Can't be opened in vs2019 #12

As you can see, this project is initialized in 2013, developed under Visual Studio 2012 or 2013 (Sorry I can't remember it clearly). I myself have changed to Java platform afterwards, and haven't any version Visual Studio by my side currently. I guess if you are still interested, you could find something that could convert a Visual Studio 2012 project to Visual Studio 2019. Thank you for your attention all the way.
