[CM9.1 RC4] Phone does not charge when its switched off, instead turns on and then charges

What steps will reproduce the problem?
1. switch off phone
2. connect charger

What is the expected output? What do you see instead?
The excepted output it was a battery widget showing the progress bar of 
fullcharge.

Instead of that it will boot up the mobile phone

What version of the product are you using? On what operating system?
CM9.1 RC4

first plugin charger and power down phone should work.

if device is turned of it will switch on when you connect charger.
That happens to my tablet too on stock ics and jb.
Seems to be normal behaviour on android 4+

maybe duplicate of issue 37.

to comment 1: this is not the expected behaviour, the phone should remain off 
when connected to charger, and a battery meter should appear to display 
charging status.

I have found a work around. Connect charger,  REBOOT into bootloader. Large 
battery icon appears and charges,  phone remains off.
