netd process uses all cpu after moving in/out wifi range #59

What steps will reproduce the problem?
--> Moving in/out of wifi range (does not occur every time)

What is the expected output? What do you see instead?
--> CPU spy shows cpu locked at full speed
--> BetterBatteryStats show net process using a lot of cpu

What version of the product are you using?
--> CM9.1 RC4.1 

Please provide any additional information below.
--> Reboot is needed to release CPU

Problem occured again tonight, when I was in the train, listening music on my 
phone. So it may not be related only to wifi coverage, but to data coverage 
(when phone switches between cells, or loosing data coverage). New logcat 
attached.

One more time tonight (in train again).... Cpu is locked, but deep sleep works 
! look at screenshots. killing netd solves the issue.
