Could Other (Private)
cover this case? There is still a license for the data even if the data is not deposited, since it could potentially be shared. If the data will never be shared, why would a record be made? It doesn't have to be shared through our platform, but once it is shared a license must accompany it I would think.
I think Other(Private) could cover this case. Examples of this use case can be seen in the NYU Data Catalog, where license is not displayed.
As a depositor who wants to make a catalog record to represent my data, I may not want to assign a license since there is no actual deposit. In this case I want the option "Other (Not Indicated)."
We can address all the licenses more thoroughly for final deployment.
