Private Collection (Bookmarking) #74

If a user discovers conceptual links between records, allow them to be tagged and stored as "linked" in user's personal set of records. Bookmarking with linking ability.

Sharing bookmarks would also be helpful - ability to share one or more bookmark groupings with a colleague.

Collections can be created by a Person, a Peron's proxy, and an Organization's representative or proxy. Collections can consist of the works of just one individual, or they can hold any number of works from different people and organizations. [moved from #97]

@saragon02 you are right that for admin the flow would be different:

As an admin librarian, when I create or edit my collection, I should have the option to make it a site-wide collection.

(I may or may not separate this out into another task when we get to it)
