Create a DOI API / Service

From our discussion with the CIELO group:

As a CD2H developer that wants to mint DOIs, I should be able to query an API to create a DOI for my resource under the CD2H account.

The service should be something separate from cd2h repo project but the repo will use it eventually. We can start with it incorporated and separate it out after.

This API should be a proxy to the Datacite one and contain all the same information. The added data is:

• API key : to make sure only CD2H members can use it + double as source of request.

API should:

• allow creation of DOI and return the DOI
• allow disabling DOI

I think this will be part of our service, so will mark as wontfix for now. Our instance will provide an API to create resource and do this anyway.
