[Ops] Disable uploads #1173

This should be carried out on Monday April 10th or Tuesday 11th. There will be Prism classes until and including Monday 10th, so doing it after will let a wider pool of people know about the change before we make it.

Only Gretchen (and whoever else wants to be part of that group) should be able to edit records.
