Add LibKey to Sandbox #46

NU is testing out LibKey.

Gretchen shared js file containing the required code.

HLSV_TEST view is preferred, but will try adding to HSLV view as well.

Eventually go into prod with it.

Removed from sandbox, pending paid license before going into production.
