Link popup from toolbar should be placed below the link button #3300

Is your feature request related to a problem? Please describe. Yes. User experienced the link popup showing at the left edge of the screen which causes the link popup to not be fully visible.

Describe the solution you'd like Place the link popup below the link button by default.
