Pattern issue with Icon List block

Describe the bug

• Related to 3.13.6 performance fix
• Findings from Jami:
  • the freezing is because of blocks infinitely rerendering
  • if you re-save the pattern after importing it, then the issue won't happen anymore
  • it looks like it's stemming from the Icon List block
  • If you remove all the instances of innerBlocksProps in src/block/icon-list/edit.js then the freezing disappears

To Reproduce Steps to reproduce the behavior:

1. Go to Patterns
2. Add a new pattern via Import pattern from JSON
3. Add this JSON file: sidebar-widget-contact.json
4. Add a new page
5. Add the pattern created from step 3
6. See that the editor freezes upon adding the pattern

Expected behavior

• Upon adding a pattern that has an Icon List block, it should not freeze the page / editor
