feat(documentation): added text to Cartpole.md #6

Included some information about the action space of the cart, as well as the information provided as a gamestate to the agent.

This is my first pull request done by pushing a local branch and then using the gh-CLI to create both the original pull request and this very comment. Excuse the lack of relevancy and simplicity. I just want to try this out.
