Proposed changes

Contributors to a Campaign should be able to vote for proposals even if they are not part of the organisation

Checklist

[ ] user that has not contributed to campaign should not be allowed to vote on a campaign proposal
[ ] user that has contributed to campaign should be allowed to vote on a campaign proposal
[ ] members of the organisations should be able to vote always

@Persqual : now nobody of the contributors is allowed to vote. I get the message that I need to be DAO member to submit a vote. Even though some of my accounts are member (and contributed) they are not allowed to vote.
