[CI] Improvement and fixes #161

A bit of a mega PR with lots of improvements and fixes for CI.

Fixes:

Actually run tests in both CI and pre-commit
Fix crate not compiling if games feature not included
Add required features for examples (this also prevents the incorrect examples from being tested when we run our feature set tests)
Run CI if ANY of the workspace's Cargo.toml files are changed

Improvements:

Separate lib and CLI checks with different feature flags
- And only run all the different feature flag tests if files from the relevant crate were modified
Added act event to improve local testing
Slightly better comments

Fixed newlines
Added caching for rust version downloads
Fixed a mistake I made that prevented security audits from running
