[Battlegrounds] No Deserter Debuff when leaving BG #2028

Description: When leaving a BG, deserter is not applied.

How to reproduce: Queue BG on 2 characters, and enter. Do /afk on one, notice how you can queue again straight away

How it should work: Should get deserter (unless we've decided we're not using deserter)
