4 months ago i spent more than 2h fishing there too and never get the turtle and sometimes i had empty loot.
Description: I spent a long time fishing in many areas in northrend to test, but most notably was in the Frozen Sea. I got level 1 fish exclusively, which shouldn't even be in the loot table for northrend fishing iirc (especially at fishing 660, which is what I used for this).
It is worth noting that without Rockfin Groupers the cooking achievement Hail to the Chef is impossible to complete, as well as Oceanographer for fishing.
How to reproduce: Fish in open waters at the Frozen Sea, south of Unu'Pe in Borean Tundra
How it should work: You should be getting Rockfin Groupers, Moonglow Cuttlefish and Deep Sea Monsterbelly, of which I fished up none of during all my time fishing in the Frozen Sea/Northrend.
