there is no quest to pick up, you just start fishing anywhere you can catch pygmy suckerfish (in any school of fish) and hand the shark in to elder clearwater in dalaran if/when you catch it to claim your reward.
Actually it goes something like this: The quest giver Elder Clearwater appears in Dalaran 1 hour before contest begins AKA at 1pm server time. 5 minutes before the start of the contest he will yell a warning that can be heard throughout inland Northrend. At 2pm everybody starts fishing until someone catches the Blacktip Shark, delivers the quest item, and he/she is announced as winner. Until 3pm the shark can still be fished by others. At 3pm, Elder Clearwater will yell across Northrend that the contest is over. Blacktip Shark will stop appearing in pools. Elder Clearwater will then remain in Dalaran one hour more, until 4pm allowing the rest of the sharks to be turned in for Better Luck Next Time. Keep in mind that the shark has a 1 hour timer on it so if you catch it at 2:20 you must deliver it by 3:20 not 4:00!
Description: NPC called Elder Clearwater is not spawning in Dalaran, near Fountain around Alliance Bank at it should be at 2pm server time, which does not allow players to complete quest Kalu'ak Fishing Derby, NPC needs to be spawned by GM, however spawned by GM doesn't allow to start Quest, but to end it. Without starting a Quest players are not able to obtain Quest item called "Blacktip Shark" and finish the Quest with rewards.
How to reproduce:
How it should work: As NPC spawns, He should announce begining of the event, also when someone scores first prize he should yell across northrend that prize was claimed, and at the end of the event should be shouting that event has ### ended
