Brewfest quest npc does not appear

Description: The quest NPCs Tapper Swindlekeg is nowhere to be found, making it impossible to start Brewfest.

How to reproduce: I'm not sure what triggered this, so I'll just detail every step. Without accepting any Brewfest quest, queue for Coren Direbrew dungeon. After it's done, use the quest item to get Direbrew's Dire Brew. Go to the Brewfest camp (in my case in Orgrimmar) to turn in the quest. The NPC is not there.

I've tried abandoning this quest and to accept Brewfest! first, but the NPC is still not there:
