[Rogue] Improved Sinister Strike last talent point not working if you pressed learn before getting all 3 ranks at the same time #14

Description: Talent Improved Sinister Strike rank 3 is not possible to get if you put points 1 by 1. You select it and click learn and it goes back to 2/3 and refunds the TE point at the final rank.

**How to reproduce:

  1. In the Classless Book select talent Improved Sinister Strike up to rank 2 (simulating investment of TE points per level)
  2. Click Learn Button
  3. Add the 3rd point in the talent
  4. Click Learn Button
  5. Observe it's back to 2/3 and TE point is refunded**

How it should work: You receive rank 3 of Improved Sinister Strike talent
