Description:
I can't pick up any quests in Stormwind Stockades and twinstar cata database says they should be able to pick up at level 20.
Also Warden Thelwater's quest is not even greyed out so I doubt they can even be picked up no matter what player level.
How to reproduce:
set to lvl 20 and check if you can pick up quests
set to high level and check if you can pick up quests
