I was going to submit a PR, but then thought you might know exactly what is going on already.
On an ubuntu 18.04 system (actually linux mint 19)
I wasn't able to install libldns1 (missing package) but noticed I had libldns2
and then I also needed to install libssl1.0-dev to successfully build
So I wasn't sure if that would be helpful (or just confusing) in passivedns/doc/INSTALL
