Add 2017arXiv170604535H #207

This PR adds the HESS measurement of the Arc source from http://adsabs.harvard.edu/abs/2017arXiv170604535H

I'll merge now, and then ask Anne & Regis to review.

I think the spectral point errors might be a bit too large here compared to Fig 6 from the paper!?
