Add HESSJ1718-374 sed data #228

Add the missing upper limits of HESS J1718-374 sed data from 2015A&A...574A.100H. In addition, the excess number is added to the yaml file.

https://github.com/gammapy/gamma-cat/issues/40 can be closed after merging this.

I reviewed all data in the folder of 2015A&A...574A.100H, hence, if @cdeil agrees, we can change the review status in the info.yaml file to "yes".

Unfortunately, I cannot merge by myself. Think I have no write access. The new output is added in https://github.com/gammapy/gamma-cat/pull/230
